Note by tamilnation.org It will be helpful if Human Rights Watch adopted a more transparent approach to its funding sources and declared the identity of all the private foundations and individuals who fund it. This is particularly important not only because HRW holds itself out as an 'independent human rights organisation' without a political agenda, but also because unlike Amnesty International, HRW is not a mass membership organisation. It will also be helpful if HRW discloses the way in which its Directors and Executive officers are chosen - whether they are elected or appointed - and by whom. Those outside HRW will then be able to judge for themselves the extent, if any, of the direct or indirect influence that US government agencies and US foreign policy, may have on the approaches adopted by Human Rights Watch from the days when it was Helsinki Watch and monitored the compliance of Soviet bloc countries with the human rights provisions of the Helsinki Accords. The case of the writer Stephen Spender and the funding of the British opinion magazine Encounter is one of many that come to mind.
