Fourth World Tamil Eelam Convention
Nanuet, New York, 2-3 July 1988

The Indo-Sri Lankan Accord  and the Future of
 the Tamils Of Sri Lanka.

1) Does the Accord provide a just and lasting solution to the ethnic crisis in Sri Lanka?

2) Do the Tamils of Sri Lanka have a leadership acceptable to the Tamil constituency of the Northern and Eastern Provinces?

3) Is the Island Nation of Sri Lanka disintegrating?

4) Will the Tamils and Sinhalese ever co-exist within a unitary system of Government?

Has Sri Lanka become India's Vietnam?

6) Has the Tamil dream for their homeland turned into a nightmare?

7) Can any power on earth deny the Tamils of Sri Lanka the right of self-determination?

Convention Design:

The Convention will consist of a two day program of special and highly focussed presentations and panel discussions designed to seek definitive answers to the above questions and perhaps many more. The participants will be required to provide methodologies to translate the recommendations made into concrete realities.

Under the present circumstances when the Northern and Eastern Provinces are being administered by the IPKF, the convention is expected to develop a consensus towards an indigenous leadership that will be mandated to assume an administrative role until elections are held democratically in the Northern and Eastern Provinces.

The decision makers will be charged with the responsibility to provide all assistance to this leadership in the task of reconciliation, reconstruction and nation building.

The Participants

The participants will include civil administrators, political scientists, activists, academics, politicians, Human Rights Activists, church groups, journalists, representatives of freedom fighters, and foreign observers (International Red Cross, NGO's, U.N. Agencies etc.)
